Maximo Cajal: Creating a state in the Sahara is against the Spanish interests! PDF Print

According to Maximo Cajal, a former Spanish diplomat, the possibility to create an independent entity in the Western Sahara will constitute a threat for Spain, former colonial power, to be added to the other existing threats, such as terrorism, drug trafficking, illegal migration, mafia networks, etc. Hence, he considers that Spain has to avoid such a drift, as such a Sahrawi “state” possibility, under the Algerian supervision, would quickly become a source of conflicts and threats for the region as a whole, including Spain, taking into consideration the neighborhood with the Canary Islands.
The creation of a Sahrawi republic, he explains, in a political article published by the Spanish newspaper El Païs, will constitute an insecure place for Morocco, but also and specially for Spain to start by the Canary Islands (...). If we consider, today, the lands spreading over the borders of the Algerian and Moroccan desert and the porous limits of Mauritania and Mali, namely the Sahel region, as already constituting a real shelter for terrorism. What would be worse is to add to this huge space, some other 250.000 km2 of desert, situated inside Morocco, a hundred km far from the Canary Islands”.

Khat Echahid denounces the old custody of the Polisario PDF Print

The dissident wing of the Polisario, Khat Echahid (Voice of the Martyr) denounces once again the course of action undertaken by Polisario leadership in pursuit of negotiations with Morocco, under the UNO leadership. An extremist and obscurantist line that extends the ordeal and agony of the sequestered populations in Tindouf in the Algerian South-West, enriches, at the detriment of the Sahrawi tribes and families of Lahmada camps, the Polisario leaders and serves the black intentions of Algiers governing persons.
Khat Echahid considers that it is time to end all this by changing the obsolete leadership of the Polisario and seriously negotiating with Morocco, based on the pertinent decisions and recommendations of the UNO and as part of the Moroccan Initiative to grant a wide autonomy to the Sahara territory.
Leaders of Khat Echahid movement, present in Tindouf camps or settling in the neighboring countries, denounce also mismanagement, corruption, trafficking and the misappropriation of the international aid, resold in the markets of the African Sahel countries while the life conditions of the Sahrawi populations retained in Tindouf camps are awful. Sahrawis live in camps within an intolerable climate of suspicion, fear and terror, under the custody militia of the Polisario and the eye of the Algerian military, without hope and without any future for disillusioned coming days.

Moroccan Sahara : a significant socio-economic expansion PDF Print

In fact, according to a recent report made by an international expert from the UNDP, achieved in 2008, based on the objective and verifiable data, with  supporting figures which were not made available to the public, it is shown that the different indicators of human development, adopted by the international organizations, such as education for children, health, drinkable water, electricity, basic infrastructure or transports are clearly higher than the national average, with an important economic well-being ratio and life conditions level higher than the average recorded in Morocco, but also in the Arab countries which do not have oil.
We have to recall back that in 1975, date when Morocco recovered its territory in the South, the rate of poverty of the semi-nomad Sahrawi was so alarming. The majority of the populations, registered in the census at that time, lived under the threshold of poverty and ignorance, illiteracy and the  lack of medical care was widespread while the basic infrastructure almost non-existent and even when they existed, they were deteriorating  and ineffective . Since then, the public authorities have really made a move on in order to make up for the accumulated delay during the Spanish colonization and invert the tendency.

Ultimatum of Khat Achahid to Polisario about starting discussions PDF Print

In a declaration with which the Qatar tv channel “al Jazeera” started all its news, the representative of the Khatt Achahid movement (the Martyr Line ), Mahjoub Salek, has declared that “the Polisario Front leaders have till 12 October to open a constructive dialogue which should determine what the populations living in the camps really want in “a democratic and free way”, otherwise the Line of the Martyr would have to negotiate directly with Morocco, under the UN auspices. While Morocco and the Polisario Front should theoretically meet each others soon for a second round of informal discussions in Austria, the declarations of Mahjoub Salek, one of the Polisario founders, came to change in part the state of affairs. Thinking that the present leadership is not less than an organization of “traders”, the leader of khatt achahid maintained that his movement would assume its “historical responsibility” if the Polisario Front  refuses to start a constructive dialogue , and would undertake “direct  negotiations with the Kingdom of Morocco” in order to help the Sahrawi populations living in Tindouf to get out of this disastrous situation which is theirs since 35 years. The message, it seems,  is addressed to two parties, since Salek has insisted on the “free” aspect which should characterize the dialogue between his organization and the Polisario, making thus allusion to the role played by Algeria in maintaining the status quo.

The Catalan Popular Party supports the Moroccan autonomy proposal for the Sahara PDF Print

At the end of a rich and fruitful meeting between the President of the National Rally of Independents (RNI), Mustapha Mansouri and the President of the Catalan Popular Party (CPP), Alicia Sanchez Camacho, the latter has declared that the Moroccan initiative concerning the Western Sahara autonomy shall be taken into consideration and serve as a negotiation basis, as it offers a serious and credible prospect to the solution of the Western Sahara conflict. “we have to find, she specified, an equilibrium during the search process for a solution to the Sahara issue and the Moroccan autonomy proposal shall be taken into account to reach a fair and peaceful solution to this issue”.
Thus, the Catalan Popular Party joins the advanced position of Morocco, during the negotiations process of Manhasset in the USA consisting of an ambitious and coherent autonomy plan, giving to the elected local authority and to the related elected institutions wide prerogatives in all the fields that fall within their competences and throughout the territory. Legal instruments and institutional devices in mediation and arbitration have been set forth in cases of interests’ conflict and legal or statutory interpretation among regional institutions and national institutions.
