King Mohammed VI Strengthens Morocco’s Energy Regulation

Guided by the vision of King Mohammed VI, Morocco continues its ambitious energy transformation process. In this context, the kingdom is strengthening the National Electricity Regulatory Agency (ANRE), which has now been granted new powers and elevated to a broader regulatory authority. This reform reflects the sovereign’s clear intent to establish an independent institutional framework capable of addressing the global challenges of the energy transition.
In accordance with Article 49 of the Constitution, and upon the proposal of the Head of Government, His Majesty the King has appointed Mr. Zouhair Chorfi as President of ANRE, following the initiative of the Minister of Energy Transition and Sustainable Development.
The King has also provided strategic directions to restructure this authority, transforming it into a regulatory body overseeing the entire energy sector. This reform includes revising existing legislation and expanding the scope of ANRE’s responsibilities to cover not only electricity but also all components of the energy sector: natural gas, renewable energies such as hydrogen and its derivatives, as well as production, storage, transportation, and distribution. The goal is to evolve ANRE in line with the progress of Morocco’s energy sector and to align it with the best international practices.
