His Majesty the King Chairs Council of Ministers

Rabat – His Majesty King Mohammed VI, may God assist Him, chaired a Council of Ministers on Monday at the Royal Palace in Rabat, devoted to approving a draft organic law, four draft decrees relating to the military field and several international conventions, as well as proposals for appointments to senior positions, says a statement from the Royal Palace spokesman.

Here follows the translation: “His Majesty King Mohammed VI, may God assist Him, chaired a Council of Ministers meeting at the Royal Palace in Rabat this Monday, May 12, 2025, corresponding to 14 Dou al-Qiida of the year 1446 of the Hegira, devoted to the approval of a draft organic law, four draft decrees relating to the military field and several international conventions, as well as proposals for appointments to senior positions. At the beginning of the Council’s proceedings, His Majesty the King, may God glorify Him, summoned the Minister of Agriculture, Maritime Fishing, Rural Development and Water and Forests concerning the impact of rainfall on the agricultural season and on the current situation of the national livestock herd, as well as the measures developed by the government to rebuild the herd sustainably and to improve conditions for breeders. The Minister replied that rainfall in our country had a highly positive impact, especially on cereal production as well as on autumn and spring crops and fruit trees, just as it has positively impacted canopy and livestock in various regions of the Kingdom. In this context, His Majesty the King, may God preserve Him, has given His High Orientations to ensure that the operation to rebuild livestock is successful at all levels and conducted with professionalism, in accordance with objective criteria, and that the management of the support operation is entrusted to commissions under the supervision of local authorities. His Majesty the King also summoned the Minister of Equipment and Water concerning the filling rate of dams and its impact on the water situation in our country. The Minister pointed out that the average filling rate of dams currently stands at 40.3%. This increase allows the mobilization of 6.7 billion m3 of water, equivalent to one and a half years’ consumption of drinking water. The Council of Ministers then approved a draft organic law amending and supplementing the organic law on the status of judges. This bill aims to strengthen the guarantees granted to judges, by adapting them to the latest amendments to the General Statute of Civil Service. These include medium-term sick leave, long-term sick leave, maternity leave, paternity leave, care leave (Kafala) and breastfeeding leave. His Majesty the King, may God glorify Him, also approved four draft decrees relating to the military field. These include a draft decree on military air navigation, and a draft decree amending and supplementing the decree on the status of military attachés, their deputies and other military personnel assigned to them. The other two draft decrees amend and supplement, respectively, the Dahir establishing the salaries of the Royal Armed Forces’ military personnel with monthly pay, and the decree setting the pay, food and travel expenses of the Royal Armed Forces’ military personnel with special progressive pay, as well as the related administrative and accounting rules. The two projects are part of the special attention given by His Majesty the King, Supreme Commander and Chief of the General Staff of the Royal Armed Forces, to settling the financial situation of members of certain categories of these Forces, with a view to promoting their operational capabilities and upgrading their level of competence and preparedness. As part of strengthening partnership and cooperation relations between Morocco and several brotherly and friendly countries, the Council of Ministers approved eleven (11) international agreements, including eight (8) with Africa, two with Asia, and a single agreement with a European country. Six of these agreements were notably signed in the Moroccan Sahara cities of Laayoune and Dakhla, in explicit recognition of Morocco’s full sovereignty over this part of the national territory. These agreements cover cooperation in the judiciary and customs, higher education, scientific research and innovation, transport, logistics and energy, avoidance of double taxation and the fight against tax evasion, in addition to an agreement concerning Morocco’s hosting of a permanent headquarters for the African Union of the Blind. In accordance with the provisions of Article 49 of the Constitution and the proposal of the Head of Government, and on the initiative of the Minister of the Interior, His Majesty the King, may God glorify Him, has kindly appointed several Walis and Governors to the Central and Territorial Administration. On the proposal of the Head of Government, and on the initiative of the Minister of Health and Social Protection, the Sovereign has appointed Mohamed Aggouri as General Manager of the Territorial Health Group of Tangier-Tetouan-Al Hoceima region. This appointment comes as part of the implementation of Territorial Health Groups, Tangier-Tetouan-Al Hoceima having been chosen as a pilot region, with a view to extending these groups to other regions of the Kingdom. On the proposal of the Head of Government, and at the initiative of the Minister Delegate to the Head of Government, in charge of Digital Transition and Administrative Reform, His Majesty the King, may God glorify Him, has appointed Amine El Mezouaghi to the position of Director General of the Digital Development Agency.”
