Sahara: UN Calls for Extension of MINURSO Mandate and Renews Appeal for Regional Dialogue
In his latest report to the Security Council, UN Secretary-General Antonio Guterres recommends extending the mandate of MINURSO until October 31, 2026. He emphasizes that the mission is essential to preventing an escalation of the conflict in the Sahara and providing impartial analysis of the situation.
Guterres underscores the importance of cooperation between Morocco and Algeria, urging both countries to “intensify their efforts” toward a political solution. He also recalls King Mohammed VI’s call for dialogue, made during his Throne Day speech on July 29.
The report highlights continued international support for Morocco’s position. The United States has reaffirmed its support for Moroccan sovereignty over the Sahara, while the United Kingdom described Morocco’s autonomy plan as “the most credible” basis for a lasting resolution.
Morocco also presented its development efforts in the southern provinces, including improvements in infrastructure, water, electricity, healthcare, and education. The 2024 census shows a population increase from 450,000 to 600,000 residents.
On the ground, the security situation remains tense. MINURSO has reported Polisario attacks, particularly near Mahbes. Four rockets recently landed close to the UN mission site in Es-Smara, one just 200 meters away, though no injuries were reported. Guterres condemned the restrictions imposed by the Polisario on the mission’s movements, which, along with funding shortfalls and limited dialogue with Polisario representatives, hinder MINURSO’s ability to fully carry out its mandate.
Meanwhile, Morocco has completed construction of a 93-kilometer road linking Es-Smara to Mauritania, though it is not yet open to traffic.
On the humanitarian front, the report warns of worsening conditions in the Tindouf camps. UN agencies report rising levels of malnutrition and anemia, especially among women and children, amid declining international funding. The Secretary-General calls on donors to increase their support to ensure more equitable access to humanitarian aid for the refugees.
