Council of Government Holds Meeting

A Council of Government convened on Wednesday, October 12 under the chairmanship of the Head of Government Aziz Akhannouch, devoted to the presentation of a sectoral briefing on the preparatory measures relating to the preparation of the draft Appropriation Bill (PLF) 2023, and the review of several draft laws and decrees and international agreements before their presentation to the Council of Ministers, which was held Tuesday. They are the draft organic law No. 13.22 amending and supplementing the organic law No. 100.13 on the Supreme Council of the Judiciary, and the draft organic law No. 14.22 amending and supplementing the organic law No. 106.13 on the status of judges, presented by Minister of Justice Abdellatif Ouahbi, said a statement by the Ministry Delegate to the Head of Government in charge of Relations with Parliament, Government Spokesman. The Council also considered the draft organic law No. 48.22 amending and supplementing the organic law No. 02.12 on the appointment to senior positions in accordance with the provisions of Articles 49 and 92 of the Constitution, presented by the Minister Delegate to the Head of Government in charge of Digital Transition and Administration Reform, Ghita Mezzour. The texts also include the draft decree No. 2.22.816 amending and supplementing the Dahir No. 1.57.015 promulgated on 13 Jumadaa II 1376 (January 15, 1957) setting the salary of military personnel with monthly pay of the Royal Armed Forces, the draft decree No. 2.22.687 issued for the implementation of Law No. 43.20 on trust services for electronic transactions, presented by Minister Delegate to the Head of Government in charge of the National Defense Administration, Abdellatif Loudiyi. Afterwards, the Council of Government reviewed several international agreements presented by Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita. They are an agreement on air services, signed by the Moroccan and Cape Verdean governments on August 31, 2022 in Dakhla, and the bill No. 49.22 approving the said agreement, in addition to a framework agreement for cooperation in the field of peaceful uses of atomic energy, signed on May 9, 2022 in Riyadh between the kingdoms of Morocco and Saudi Arabia. The Council also examined the agreement of the African Energy Commission (AFREC) adopted on July 11, 2001 in Lusaka (Zambia), the draft law N° 17.22 approving the said agreement as well as the Arab convention relating to the regulation of the transport and transit by road of passengers between the Arab countries, adopted on September 6, 2006 in Cairo and the draft law N° 45.22 approving the said agreement. It also examined the headquarters agreement signed between the Moroccan government and the Agence Universitaire de la Francophonie (AUF), on May 28, 2022 in Rabat, for the establishment of the International Academy of Scientific Francophonie in Morocco, and the draft law No. 36.22 approving the agreement.
